Engagement Memo—Survey of challenges with host railroad preference

We are initiating a survey of host railroad practices for providing dispatching preference to Amtrak trains. Our objective will be to develop an understanding of the legal framework establishing preference and its implementation to date.

An initial step in our survey will be to obtain and assess company data on implementation and any resulting impacts to its business. We also plan to interview company officials, as well as freight railroad officials as necessary, and review relevant documents related to this issue. We will work to minimize disruptions to the company by coordinating meetings with staff in advance. Throughout our survey, we will keep you advised of the status of our work and any material changes in our objective, should they occur. Additionally, we may report on the survey results during our review.
