Termination of Project Code 001‐2022: Survey of Challenges with Host Railroad Preference

On December 21, 2021, we initiated a review of challenges associated with host railroads providing dispatching preference to Amtrak trains. Our overall objectives were to identify the extent to which host railroads violate Amtrak’s right to preference over freight transportation, if at all, and the challenges with giving Amtrak trains preference.
In our initial work, we interviewed company officials, analyzed company delay and on-time performance data, and reviewed relevant documents. During our review, however, we identified potential material limitations to our planned audit methodology, and as a result, we have decided to terminate our audit at this time.
