August 24, 2026 |  Investigative Summaries

On June 25, 2026, we issued our final investigative report to the company that confirmed ethical violations by 17 former and active Amtrak employees who accepted gifts and gratuities from at least six vendors. Prior to the issuance of our report, three senior management officials based in Washington, D.C., resigned from their positions on December 2, 2025, April 15, 2026, and May 12, 2026. A Remote Security Analyst also resigned from his position on May 15, 2026. All of these former employees were under investigation at the time of their resignations for accepting gifts and gratuities from vendors doing business or seeking to do business with Amtrak. In addition to the four employees who resigned, two other Amtrak employees received written disciplinary warnings, and 9 additional employees received verbal reprimands.

As part of our report, we also provided the company with observations related to their ethics program that we learned during our investigation. The company responded that various corrective actions were underway to close systemic control gaps and strengthen governance of the ethics program.

Finally, we previously reported on September 22, 2025, that two other senior management officials resigned during our investigation. An Amtrak senior management official based in Washington, D.C., resigned from his position on July 17, 2025, and a senior director in Florida resigned from his position on August 22, 2025. At the time of their resignations, both employees were under investigation by our office for alleged conflicts of interest with Amtrak vendors that were not disclosed to the company.
