Amtrak Procurement Policy Violated

OIG investigation disclosed that an Amtrak employee circumvented a company business practice intended to limit the tenure of independent contractors to 2 years. An independent contractor was retained for 7 years and was, in fact, retained for an additional year after a request to extend the contractor had been denied by the Amtrak Independent Contractor Review Panel. The method of paying this contractor, using multiple payment requests in amounts under $5,000 each, was also found to be questionable.

Former Contractor for Amtrak Pleads Guilty

WASHINGTON - A former Amtrak contractor has pled guilty to a charge of second-degree theft for repeatedly using an Amtrak business pass for personal travel, U.S. Attorney Ronald C. Machen Jr. and Amtrak Inspector General Theodore (Ted) Alves announced today. The contractor pled guilty on April 25, 2012, in the Superior Court of the District of Columbia, and was sentenced that day by the Honorable Heidi M. Pasichow. The judge placed the contractor on six months of probation and ordered him to pay $8,548 in restitution.
